  Counterterrorism Center Awaits Presidential Action
The nation's primary agency for analyzing terrorist threats and planning counterterrorism operations at home and abroad is waiting for President Bush to name its director and settle whether that person will report directly to the president or go through Director of National Intelligence John D. Negroponte.
It also is to conduct "strategic operational planning" for counterterrorism operations at home and abroad "integrating all elements of national power." Carrying out the operational plans is left to the CIA, the FBI and Defense Department units, along with diplomats and Treasury Department officials where appropriate.
Since many of its employees are from the CIA's Counterterrorism Center, which has also sent personnel to help the FBI, the Department of Homeland Security and Negroponte's office, there has been concern voiced by some within the agency that the CIA is being drained of experienced people.

I welcome this opportunity to discuss the policy of the administration on counterterrorism, to describe the threat of terrorism in the United States, and to bring you up-to-date on how the FBI is using the counterterrorism resources Congress has provided over the past several years to address this problem.
The remaining unobligated 1996 counterterrorism amendment funding consists of no-year construction and violent crime reduction funds for several major, multi-year initiatives, primarily the construction of a new FBI Laboratory facility and the FBI command center.
The dynamic nature of the counterterrorism threat to the United States is a significant challenge to the FBI, as well as all of the other federal, state, and local agencies involved in combating terrorism.

Larry Mefford, a 24-year FBI veteran who became executive assistant director for counterterrorism and counterintelligence in July, will leave at the end of the month to take a top security job for a large casino firm in Las Vegas, FBI officials said.
One FBI official said that Mefford, 53, left in part because of family ties in Nevada and because of the lucrative offer to be a top security official at the company controlled by casino magnate Steve Wynn.

The most common uses of diplomacy in counterterrorism include: developing bilateral or multilateral anti-terrorist policies; arranging for the sharing of intelligence; arranging permission for law enforcement authorities from one country to come in and arrest (or interrogate) a suspected terrorist in another country; and establishment of appropriate sanctions on sponsors of terrorism.
