Any bar line with notes to the left is considered a valid measure, and as such, will increment the measure count.
Putting a repeat in the middle of a measure is never a good thing (even if engravers do so to save pages), for when you're reading music you prefer to concentrate on the music itself, not the syntax...

After explaining the cons of note ocunting and beat counting it becomes evident that he prefers measure counting.
I do as well, both because this was the way I was taught and also because I think it is important to distinguish the different beats in a measure not only to not get lost but also because different beats in a measure should often be treated differently.
I found it interesting the Kahut advocates the Beat Response Method even though it doesn't use measure counting and Kahut says earlier in his article that we should teach the same methods so as not to confuse the students.
