I noticed that the IP-to-country database uses "GB" for the geographical area that uses ".uk" as top level domain.
My conclusion: All country codes in the ip-to-country code are identical to (and present in) the IANA list, but the IANA list uses some country codes that are missing in the ip-to-country database.
