All county roads in a county road unit system are required to be classified pursuant to K.S.A. Those classifications and the width requirements of K.S.A. 68-116 apply uniformly to all county roads, including local service roads, and may not be modified by the passage of a charter resolution.
Additionally, a county may exercise its home rule powers by passing a charter resolution to exempt itself from any legislative act, or part thereof, that is applicable to the particular county but not uniformly applicable to all counties.
In conclusion, all county roads in a county road unit system are required to be classified pursuant to K.S.A. A board of county commissioners may not change or add to those classifications by adopting a charter resolution.

 Chapter 333 — County Unit System
If the plan for the proposed county school district excludes territory in an adjoining county or counties, an equitable plan for the distribution of assets and liabilities shall be included in the petition and ballot used in the formation of the county school district pursuant to this section.
Whenever any county adopts the county unit system, no election shall be held in the county to discontinue the county unit system for a period of six years from the date of the election at which the county unit system was adopted.
Upon discontinuance of the county unit system and except where ORS 333.520 to 333.570 provides otherwise, all general laws relating to the public school system, school districts and powers and duties of county and district officers in relation thereto are applicable in the county as if the county unit system had never been in force.

If an investigation conducted by the State Auditor’s Office reveals a supervisor in a unit system has directed road crews or operated county equipment, he or she has 30 days to comply with the provisions of the law.
The law then states, "Thereafter, the State Tax Commission shall withhold all allocations and payments to the county that would otherwise be payable under sections 27-65-75 (4), 27-5-101 (b)(vi) and 65-33-45." If the action of the supervisor continues for 90 days, the funds would be forfeited and redistributed between the other 81 counties.
This obviously adversely affects the entire county and I feel it is unfair for the entire county to suffer because of the actions of one supervisor.

I'm guessing that the "top 8 counties" that you mention had over a certain population and that allocation of the votes was based on such, correct?
In order for a new county to formed, all of the affect counties and the new county have to have at least 1/124 of the population of the State and if anew county was formed, the size of the State Senate would increase by 1.
