While several of Michigan's 83 counties utilize a locally-determined county road numbering system, the County-Designated Highway program was begun in 1970 in order to provide a consistent, statewide county numbering system for identifying primary county roads which retained their designations across county lines.
As the Michigan State Highway Department worked feverishly at opening mile after mile of new freeway in the late-1950s and 1960s, the "old routes"—the old, parallel, two-lane highways replaced by the freeways—were being turned back to local control and were no longer signed state trunklines.
Temple, who owned a motor court on Blue Star Memorial Highway (formerly US-31) with her husband near Saugatuck, began her campaign in the early-1960s when the state trunkline designation was removed from the highway passing in front of her motel.

Initially, this four-lane highway was to extend through village of Sussex and town of Lisbon, at least north to CTH Q (border of Waukesha and Washington counties).
Waukesha county Senior Civil Engineer Burt Kalister, what was to become the CTH J extension from was started April 1, 1985, and should be completed early Fall, then old "F" would be turned over to the towns of Lisbon and Pewaukee; the extension will cost over $1 million.
In 2006, the highway is scheduled to be expanded from Prospect Court to Howard Lane in the Town of Lisbon.

The highway was originally conceived in the 1940's as a short three mile lateral between the Millcreek (I-75) and Northeast (I-71) expressways to provide access primarily to the Blue Ash Airport, which was expected to become the region's major airport.
Montgomery Rd. therefore became the permanant eastern terminus of the highway, and the Galbraith Rd. interchange, where construction began in 1956, remained the western terminus of the eastern section until 1991.
Unlike the crude eastern portion of the highway, the new western section was built to full interstate standards, with a wide grass median and high speed interchanges.
