Jail officials at Avoyelles Parish Prison initially told Human Rights Watch that local INS officials would have to give their consent before we would be allowed to the tour the jail and speak with detainees.
At Hillsborough County Jail in Florida, where the director of the jail is on the ACA standards committee and a past president of the American Jail Association, there was such severe overcrowding that inmates had to sleep in "boats" (blue, plastic cradles with bedding) on the floor of the cells and in the hallways.
Jail officials explained to her that jail policy requires that all books sent to detainees must be soft-cover, new, and mailed directly from the publisher to the jail.

Because of the bed shortage, state prisoners are staying longer in county jails before being transported to the state penitentiary.
The state prisoners are the first to leave and usually go to Shoshone County, which welcomes state inmates and acts as a hub for state prisoners in the five northern counties.

 Hillsborough: County's jails face space crunch
Today, county commissioners will hear a report on the latest jail population projections, which show that the current construction schedule isn't enough to keep up with inmate growth.
On Aug. 15, 4,785 people were housed in the county jails, an all-time daily high and 14 percent more than they were built to hold.
The space crunch comes as county real estate officials negotiate the purchase of 190 acres behind the Falkenburg Road jail, a chunk of which would be used for jail expansion, said county Real Estate Director Mike Kelly.

SUMMARY: In 1999 the Grady County Industrial Authority issued two sets of bonds for a total of $17.5 million to build two county jails in Tuttle and in Chickasha, even though voters had not approved the bonds in 1998.
Though the grand jury did not find any wrongdoing on the part of county officials and the architect, it cited incorrect and overly optimistic revenue projections in assessing the feasibility of the project and said that county commissioners should have ensured the jail's feasibility before asking the industrial authority to issue the bonds.
Under state law, contracts to operate the jails must be reviewed every year, but no contract had been in place for the fiscal year that began July 1, 2003.

The only categories of crime that are increasing, such as murder, are punished by lengthy terms in the state prison, so more county jail beds would have no impact, and the state already has thousands of new prison beds on the drawing boards (if not in the budget).
On the other hand, the county and media are showing bad faith (at best) by not stating up front that operating these new jails will require tens if not hundreds of millions of dollars more per year than the levy will raise.
The levy to operate the new jails would replace an expiring levy, but with a large 50 percent increase, raising $24.4 million the first year (1996-1997), $31.6 million the second year and $33.8 million the third year, for a total of $89.8 million.
