A court of honor (or, court of honour) is a semi-official or unofficial tribunal constituted to determine various questions of social protocol, breaches of etiquette, and other allegations of breaches of honor, or entitlement to various honors.
A court of honor can also be a military court to investigate and issue judgments concerning acts or omissions which are considered to be unbecoming to an "officer or a gentleman", but which do not rise to the level where they are considered crimes triable under military law.
A court of honor is also the name given to a tribunal of noblemen who would decide whether a grievance over a point of honour rose to the level warranting a duel, and if so set rules for its fair conduct.

In the U.S. Boy Scouts of America (BSA), a Court of Honor is a ceremony held to present scouts with awards they have earned.
In the American Venturing Program, it is known as a Court of Award, while in Sea Scouts, it is known as a Bridge of Honor.
The rank of Eagle Scout (U.S.), Scouting's highest rank, is typically presented in a special Court of Honor organized for just this purpose.

Parents and Scouts need to realize that an Eagle court of honor is a huge investment of time and energy on the part of those planning and participating in it, as well as community representatives who will attend.
If parents want to have a party to honor their son's achievement and invite close friends and relatives, they may do that, but an Eagle court of honor is for the entire unit.
As long as what the Scouts wish to do is respectful of the aims of Scouting, basic troop traditions, and the significance of the Eagle Scout Award itself, the job of adult leaders should be to provide counsel and guidance in the planning and to help them execute their plans.

The Eagle Court of Honor is held to recognize the new Eagle for his achievement.
The main thing to avoid is to have it as part of a normal Court of Honor for the troop, or to bunch a few Eagles together to make it easier on the adults.

The fact that a boy is an Eagle Scout has always carried with it a special significance, not only in Scouting but also as he enters higher education, business or industry, and community service.

You might think that this would mean that we have Scouts waiting for a long time between the time that the reach the rank of Eagle and the time that the Troop recognizes it at a Court of Honor.
We've done this for so long that the Scouts schedule themselves so that their Eagle Boards of Review come up in December or January and approval comes back from National in time for the March Court of Honor.

One of the purposes of the ceremony is a public relations message to parents: why Scouting is an important influence on their sons' lives, and not something that should be taken away as a punishment for bad grades.
Scouting is a game, but for adults it is a game with a purpose: citizenship training through character and fitness.

Without knowing how many of these Scouts are new each year, I don't have enough information to know what the actual percentage is. But if the average boy is registered for only two years, that would still mean that over 10% of Scouts earn Eagle.
I think the percentage of Boy Scouts who achieve the rank of Eagle is a different figure than the percentage of all boys who join Scouting achieving the rank.
For the last complete scouting year we had 1800 scouts and of them 17 received Eagle which was explained by the man with the numbers at 1.7%.

What about doing it at dusk, as the daylight fades you light a single candle, that of scout spirit, and then light three more as the scout oath is recited for the three points of the scout oath.
Then a comment can be read about how a single flame of scout spirit is multiplied when the whole of scouting is applied.
It is not officially affiliated with the Boy Scouts of America, the Girl Scouts of the USA or the World Organization of Scout Movements.
