The court must make a decision as to whether the person is capable of managing his or her own property for his or her own benefit and the benefit of his or her dependants.
Wards have the same liability to submit income tax returns as other taxpayers but the return is signed by the Committee on behalf of the Ward, or by the Ward's accountant, if the accountant was employed prior to the Ward being brought into Wardship.
An application by a Ward to be discharged from Wardship must be made to the Registrar of Wards of Court in writing by the Ward or by a solicitor on his or her behalf.

For the minors whose petition are "sustained," (that is, who are found guilty of the charges) the judge or referred may declare them delinquent and "wards" of the court.
If a minor is tried and convicted in adult court, he or she may be sentenced to the state adult corrections system, but placed in a CYA facility until age 25.
WandI Code 202 recommends that, when the court removes the delinquent youth from his/her home, the court work to provide the care, treatment, and guidance the minor needs, keeping in mind the best interests of both the minor and the community.

We do spend a portion of the money on Care of Court Wards.  This provides residential treatment care in a ranch or camp setting for wards of the court for minors not eligible for funding through the foster care system.  We have used about 10% of the funds in this way.
A parenting skills program called Project Poppa is geared to all male wards of the court and teaches parenting skills to males who are or may be parents or who act in a parental capacity.
Counseling services are also funded by TANF for wards not in the hall.  It includes a therapist in the court/community school, groups and individual and family therapy.

The Arizona Supreme Court yesterday morning recommended that juvenile county courts remove delinquents from Desert Hills behavioral treatment center within 30 days.
The court's administrative office also suggested a one-year ban on placing children there because of concern over the center's use of restraints and staffing levels.
Donna Noriega, a spokeswoman for the court, said the employee identified several concerns that made the higher court's administrative section ``uncomfortable'' with placing youth at the center.
