 | | Covert operations have a long and somewhat chequered history, but this does not mean that they are now useless with the end of the Cold War. |
 | | Covert action can supply this response but it can only be effective if the lessons of the cold War are learned, lessons about the limits of covert action, co-operation, tradecraft, further more covert action must be undertaken under strict ethical and moral guidelines to be a justified means to modern ends. |
