Pre-ejaculate - Wikipedia, the free encyclopedia
The fluid is usually secreted by Cowper's glands during foreplay or at an early stage during sex, some time before the man reaches orgasm and semen is ejaculated.
Pre-ejaculate (also known as pre-ejaculatory fluid or Cowper's fluid) is the clear lubricating fluid that is issued from a man's penis when he is aroused.
Pre-ejaculatory fluid prepares the urethra for the passage of semen and neutralizes the pH of any residual urine.

 Male Anatomy
Seminal fluid or semen is make up of fluids secreted by the prostate, seminal vesicle and Cowpers gland.
The sperm and the fluids together known as sperm are ejaculated out of the penis as semen.
Sperm then pass through the seminal vesicle and prostate glands where fluids are added.

The clear, alkaline fluid is produced and secreted into the urethra by the Cowper's glands (bulbourethral glands) which are located inside your body just below the prostate.
Precum is a lubricating fluid that clears out excess urine and smooths the urethra for the passage of sperm.
As you grow older your body will change and one of the things that may diminish is the quantity of precum and sperm your body produces.

To test the theory, scientific research which I posted above found that this fluid from the cowper's gland does not contain sperm.
So the purpose of the pre-ejaculatory fluid is to basically clean and lubricate the urethra before you ejaculate.
It would be defeating purpose for this fluid to itself contain sperm, although not improbable.

Those fluids are produced by several different glands: the prostate, the bulbourethral or Cowper's glands, and some fluids produced by the vas deferens and the seminal vesicles themselves, and are added to the semen mixture at various points along the way before the semen is ejaculated.
It marks the spot where the seminal vesicles empty into the urethra, and is also the point at which fluids from the prostate (approximately 30% of the total volume of semen) get mixed into the semen.
It is this fluid that sometimes comes out when a man is really aroused, but before he ejaculates.

 Sexuality 3: External male genitals
Cowpers glands are two pea-sized glands at the base of the penis under the prostate that secrete a clear alkaline fluid into the urethra during sexual arousal and before orgasm and ejaculation.
These glands produce mucoid, pre-ejaculatory fluid in the urethra that acts as a lubricant for the sperm and coats the urethra as semen flows out of the penis.
The alkaline quality of the fluid neutralizes the acidic environment of the male and female reproductive tracts.

Withdrawal Method. Does The Withdrawal Method Work? VigRx, Vigorelle, VigRx Erection Oil.
There is no way for a man to restrict the flow of Cowpers fluid known as Pre-Cum from his penis, and thus no assurance the method will work.
The withdrawal method depends on one main thing; the man must be alert enough to remove his penis in time before ejaculation, which in the heat of the moment is not that easy.
Of course control over ejaculation is not perfect, and the withdrawal method is known to be the least effective form of birth control.

 Bulbourethral gland
They secrete a clear fluid known as pre-ejaculatory fluid or Cowper's fluid (colloquially known as "pre-come fluid") which is generated upon sexual arousal.
In the anatomy of the male human body, the bulbourethral glands (or Cowper's glands) are two small, rounded, and somewhat lobulated bodies, of a yellow color, about the size of peas, placed behind and lateral to the membranous portion of the urethra, between the two layers of the fascia of the urogenital diaphragm[?].
The excretory duct of each gland, nearly 2.5 cm long, passes obliquely forward beneath the mucous membrane, and opens by a minute orifice on the floor of the cavernous portion of the urethra about 2.5 cm in front of the urogenital diaphragm.

Pre-ejaculate - Wikipedia, the free encyclopedia
The fluid is usually secreted by Cowper's glands during masturbation, foreplay or at an early stage during sex, some time before the man reaches orgasm and semen is ejaculated.
The amount of fluid that the human male can issue varies widely between individuals, from imperceptible amounts to a copious flow.
A problem for couples who seek to avoid pregnancy, however, is that the pre-ejaculate may push sperm from a prior ejaculation out.

Queer & Healthy by Erik Libey: Getting to know you Vol. 4: It's all in the glands - Health - The Empty Closet
The fluid produced within the seminal vesicles is high in fructose and provides nourishment for sperm in fertile men (and is likely a large contributor to the flavor of semen, too).
Symptoms of seminal vesicle specific problems will be similar to those of the Cowper& and should again be referred to a physician or specialist..
Problems with the Cowper& are rarely, if ever, serious — but because the symptoms are very similar to those that might be experienced with an STD or a other serious health problem (such as prostate concerns), a physician should be consulted for proper diagnosis and treatment.

 bulbourethral gland --  Encyclopædia Britannica
The alkaline seminal fluid in the male is produced by the prostate gland and Cowper's glands.
Bartholin's (bulbovestibular) glands are homologues of the bulbourethral glands of males.
The gland surrounds the urethra, the duct that serves for the passage of both urine and semen; rounded at the top, the gland narrows to form a blunt point at the bottom, or apex.

The "Pre-Cum" of Male Sexual Excitement
A lot of people worry that even though the man did not ejaculate inside his partner, she might become pregnant from sperm lerking in Cowper's Gland fluid.
Its purpose is to lubricate and neutralize the acidity of the urethra that might soon carry the ejaculate (semen) with its payload of up to five hundred million sperm.
It is, however, unlikely that any sperm escaped in this pre-ejaculate and found their way down the urethra, and if some had, the number would be so small that none would likely survive the long trip up to the egg (what would have to be fertile).

UCSB's SexInfo - Can a girl get pregnant if a guy did not ejaculate inside of her?
For this reason, the fluid is called pre-ejaculate or “pre-cum.” The purpose of this liquid is to neutralize the acidic nature of the urethra in order to keep acid from damaging sperm that are traveling down the length of the penis.
The risks lies in the fact that few men can actually tell when their Cowpers Glands have released a substance since it is typically only a few drops at most.
Dry sex (or a male physically rubbing his penis against the outside of a woman’s vagina) can cause a woman to become pregnant if the male releases pre-ejaculate or ejaculates on her body and the sperm gets into the female’s vagina and fertilizes one of her eggs.

Other important parts located internally are the cowper's gland (located just above the root of the corpus spongiosum) which produces pre-ejacuatory fluid, and the prostate gland, which blocks off the urethra at the opening to the bladder, to keep urine from entering the semen.
The corpus spongiosum is a chamber of spongy tissue surrounding the urethra.
Like the corpus spongiosum, the tissue is full of blood vessels and sinuses that fill with blood and expand during sexual arousal.

In this phase, the proximal penis glands increase in size and fluid that may contain live spermatozoa is secreted from the bulbourethral (Cowper's) glands.
This phase is triggered by a neural reflex arc once the degree of excitement, or the discharge of semen due to the cooperative contraction of the urethra, penis and the prostate glands, occurs.
In this phase, erection is achieved due to increased blood flow resistance in the capillaries of the penis.
