  Scope Creep
Dishonest project managers are often covertly in league with Scope-Creep, and enact the same charms and rituals cynically and corruptly.
From the project manager’s perspective, the boundary is an interface of a particular kind, which she perceives in a particular way.
There are other important aspects of the project boundary besides scope, and it is often useful for the consultant to focus on these aspects instead, to provide a view that is complementary to the project manager’s view.

 Scope creep
Scope Creep in Project Management refers to uncontrolled changes in a project's scope.
As a result, the project drifts away from its original purpose.
Because of the tendency to look at only one dimension of a project, scope creep can also result in a project overruning its original budget and schedule, as more is to be done at the same cost and in the same time (which is usually unrealistic, given a stretched original budget and schedule).

 Chapter 4, Project Management
Scope creep is the uncontrolled addition of technical features to a system under development without regard to schedule and budget.
A project is a sequence of unique, complex, and connected activities, having one goal or purpose and that must be completed by a specific time, within budget, and according to specification.
The basic functions of a project manager include scoping the project, planning project tasks and staffing the project team, organizing and scheduling the project effort, and directing and controlling the project.

Project Portfolio Management is the process of turning a (hopefully related) list of initiatives that come from a strategy into a prioritized collection of projects and programs that are funneled through a pipeline.
If one is managing a project, and if that project is worth doing (a big assumption, by the way, in many situations), the benefit at its completion and its expeditious attainment should far outweigh concerns about cost along the way, unless, of course that cost is the lost benefits from impacts on other projects.
This changed the whole nature of the project, shifting emphasis from the technology and construction to a critical path/chain that included a large component related to acquisition and training of staff, so they would be ready to go when the doors opened and the machines were turned on.

feature creep - a Whatis.com definition - see also: requirements creep, creeping featuritis, feeping creaturitis
Feature creep (sometimes known as requirements creep or scope creep) is a tendency for product or project requirements to increase during development beyond those originally foreseen, leading to features that weren't originally planned and resulting risk to product quality or schedule.
Feature creep may be driven by a client's growing "wish list" or by developers themselves as they see opportunity for improving the product.
To control feature creep, project management tools, such as the requirements stability index (RSI), are sometimes advocated.

To secure resources, a failing project sometimes acquires another project on the basis of "natural fit" or "efficiencies." But consolidation isn't free, and the efficiencies are often illusory.
When that happens, to preserve consensus that the project should continue, we might have to expand the project scope to include the union of all initial understandings.

Tips for Preventing Project Management Scope Creep
Scope creep happens because mortals cannot always anticipate and identify all requirements ‘up front’—systems are too complex and the business and technical environments change too quickly.
Even though most project managers use some form of requirements prioritization, they are generally not rigorous enough to force trade-offs.
Project managers who learn to effectively manage scope and who find creative solutions to the changing requirements that put their projects at risk, will be able to compete in "Internet Time."

While many of the available management solutions have merit, I believe that the way we manage projects is both the principal cause of and the principal solution to the trials and tribulations most consulting firms face.

Even though a project is compatible with what your company has done before, it can still be a mistake if the marketplace has moved on and left the company behind.
A project that's inherently incompatible with what the company already does well isn't a "stretch" project — it's a "break" project.
