If juvenile Crested Goshawk ever shows such an underpart pattern that would need to be seriously considered but as far as I know it always shows obviously barred flanks with any streaking confined to the breast, much the same can be said for the other (smaller) Indian accipiters too
Opinion seems to favour a Northern Goshawk or Crested Goshawk.
To close out on the Northern Goshawk vs Crested Goshawk, three observers who saw the bird are certain that it was smaller than a Northern Goshawk and they had other birds circling together at the same time for comparison.

In the morning we walked down to KS Nature Reserve and Marie found a family of Smooth-clawed Otters at play; something I was hoping to see on a previous trip.
The next day we were regaled with the calls or songs of White-handed Gibbons, which so impressed Marie that she tape-recorded them; they are certainly easier to hear than see.

Our drive to Kuala Tembling was interrupted by a stop for a roadside Crested Goshawk nest with two well-grown young and an adult in attendance.
There were many highlights, beautiful Green and Black-and-yellow Broadbills, male Crested Firebacks, a roosting Blue-winged Pitta on a vine just above head-height on a trail, Black Magpie and the strange Crested Jay, the infrequently seen Brown-backed Flowerpecker, assorted trogons, bulbuls and babblers, and, perhaps the bird of the trip, the absolutely stunning Garnet Pitta.
In between cruises, we were shown a Gould’s Frogmouth which was caught in the roof of the lodge’s jetty, had great looks at a Rufous-tailed Tailorbird in the garden, and from the boardwalk behind the lodge we whistled in a stunning Black-headed Pitta.

Hong Kong conservation authority announced on Saturday that a dead bird found on Jan. 9 had tested positive for H5 virus of avian influenza.
A spokesman for the Agriculture, Fisheries and Conservation Department said that the carcass of the Crested Goshawk was collected by department staff at the hill behind Shek Kip Mei Health Centre after being alerted by a member of the public, and that further confirmatory tests are still being conducted.
On Jan. 4, the department also announced that one of the six bird carcasses found on Leighton Road of Causeway Bay on Dec. 31 tested positive for H5 virus.
