Don Markstein's Toonopedia: Crime Does Not Pay
Crime, a chalk-white spectre who dressed like a 19th century undertaker and sometimes functioned as an anti-conscience, whispering evil advice into the ears of the stories' actual characters.
Crime was the first such regularly-appearing host/narrator for a comic otherwise devoid of continuing characters, and with good reason — Crime Does Not Pay was, among its other innovations, the first American comic book without continuing characters (what with the protagonist of each story dying at the end, and all).
The word "crime" could no longer be larger than other words in the title — in fact, Gleason had fought hard for the word not to be excluded outright (like "horror" and "terror" were).

Compared to what the radio and movies of the day were allowed to show, these early crime comics were positively lurid in their depictions of crime and violence.
The stated intent of Crime Does Not Pay was to serve as a warning to young people who might be tempted to enter into a life of crime.
Just like the "real-life crime" TV shows of a later era, the readers found themselves torn between rooting for the criminals, reviling the criminals' actions and being thankful they weren't the criminals themselves.

Amiga reviews: Crime Does Not Pay
The main reason Crime Does Not Pay fails is that the premise of the game is completely wasted within a tedious game structure which plays at the speed of a hobbling sloth and is about as exciting.
Crime is split into two distinct sections, with the main bulk of the game set within the many flick-screens that make up the city.
In all, Crime wouldn't push a C64 to its limits, and to expect Amiga owners to part with their hard-earned cash for this pile of tripe is a diabolical liberty.

Crime Does Not Pay is a fun platform game that is best described as a cross between King of Chicago and Disney's Dick Tracy.
Your goal as the mafia, strangely enough, is to get yourself elected as the mayor in order to remain the "King of Crime." To achieve this goal, you follow the mafia way of bribery, extortion, and outright slaughter to "neutralize" the current mayor.
Overall, Crime Does Not Pay is a fun game that isn't too difficult, but can get a bit frustrating as you fight an impossible number of thugs, or wait in vain for that random first-aid kit or police transmitter that never appear.
