Crime Syndicate of America - Wikipedia, the free encyclopedia
The Crime Syndicate of America is a fictional team of supervillains from one of DC Comics' parallel universes, and are the evil counterparts of the Justice League of America.
This Crime Syndicate (with their name slightly respelled to "Crime Syndicate of Amerika") rule their world with an iron fist (a change from their pre-Crisis counterparts, who were unsuccessful in conquering their world); the modern Syndicate's motto is "Cui Bono?" ("Who profits?").
It is unclear whether the Syndicate or the anti-matter universe have survived the events of the 2006 limited series Infinite Crisis.

After last issue’s reality-warping wave hit the Anti-matter universe of the Crime Syndicate of Amerika, the Justice League’s evil counterparts are on the offensive.
Because the Syndicate intend to keep a low profile--or as low as they can--nobody dies during their crime spree, and they don’t think about raping the Sue Dibneys of the world.

Hopefully Busiek is on board for the long run- after Kelly left the JLA DC did this book a great dis-service by letting it become a one off storyline filler book for the better part of a year.

Said Syndicate, for those new-ish to the JLA, first appeared in Justice League of America #29 in 1964 (written by Gardner Fox), and were originally portrayed as simply the opposites of the heroes of the JLA.
As Morrison explained it, crime was the founding principle of the CSA’s society — a society upon whose neck the CSA had its boot.

In a moment of sublime irony, the League learns something from their experience while the CSA alternately learns nothing and immediately returns to its decadent ways, with Ultraman looking especially evil and stupid in the concluding panels, which hint that he will eventually pay once again for his ignorance.

I've rarely thought the Antimatter Universe was used all that well in DC titles, and in the post-CRISIS continuity it strikes me as an easy way for writers to have their cake and eat it too.
The raw, almost unfinished quality of the artwork lends itself well to the scenes set on Qward, but the roughness is noticeable in the scenes dealing with the Syndicate and the League.

Instead, John Jonzz and the Flash conduct administrative rounds at the JLA HQ, which makes for a more interesting story than it sounds and which includes methodical housekeeping to ensure an old villain, The Construct, a malevolent electronic consciousness, stays down.
