Welcome to Research and Evaluation With the expansion of the state assessment program to include both criterion-referenced and norm-referenced measures at grades 3-10, the district elected to discontinue its norm-referenced achievement testing program at those grade levels. The Florida Comprehensive Assessment Test (FCAT) is based on the Sunshine State Standards, which represent the statewide consensus of what our children should know and be able to do at various stages of their education.
