Topic: Critical infrastructure

Critical Infrastructure Protection Program : What Is CIP?
Critical infrastructures are the complex and highly interdependent systems, networks, and assets that provide the services essential in our daily life.
Critical infrastructure protection, commonly referred to as CIP, is a priority for the Federal government, as well as the private sector and state, local, and tribal governments.
Critical infrastructures must be protected from all hazards, both natural and man-made disasters and terrorism, whether a cyber-related threat or large-scale physical attack.

 Infrastructure - SourceWatch
The definition for infrastructure, critical infrastructure or life-critical infrastructure, has changed as technology advances and changes and culture and society evolve.
These critical infrastructures include telecommunications, electrical power systems, gas and oil storage and transportation, banking and finance, transportation, water supply systems, emergency services (including medical, police, fire, and rescue), and continuity of government.
Because many of these critical infrastructures are owned and operated by the private sector, it is essential that the government and private sector work together to develop a strategy for protecting them and assuring their continued operation."

“CRITICAL INFRASTRUCTURE PROTECTION: WHO’S IN CHARGE
Critical infrastructure assurance is concerned with the readiness, reliability, and continuity of infrastructure services so that they are less vulnerable to disruptions, so that any impairment is of short duration and limited in scale, and that services are readily restored when disruptions occur.
Critical infrastructure assurance is also a national concern due to the pervasive threats to the critical infrastructure components.
Once the private sector acknowledges the problem of critical infrastructure assurance as one that it must solve through corporate governance and risk management, a second role for the government is to facilitate corporate action.

Critical Infrastructure Protection - Wikipedia, the free encyclopedia
The Critical Infrastructure Protection or CIP is a Presidential directive (PDD-63) that calls for a national effort to assure the security of the increasingly vulnerable and interconnected infrastructures of the United States.
The critical infrastructure of the United States is comprised of the systems and networks that are so essential that if one or more is incapacitated or destroyed, an entire region, if not the defense or economic security of the nation, could be debilitated.
Critical infrastructure protection requires the development of a national capability to identify and monitor the critical elements and to determine when and if the elements are under attack or are the victim of destructive natural occurrences.

Critical Infrastructure Protection (CIP) consists of all proactive activities to protect indispensable people, physical assets, and systems (especially communications or cyber systems) which are guided by a systematic and reliable decision making process which assists leaders to determine exactly what needs protection, where, when, and how.
The basic steps of CIP consist of: identifying the critical infrastructures, determining the threats against those infrastructures, analyzing the vulnerabilities of threatened infrastructures, assessing the risks of degradation or loss of a critical infrastructure, and applying countermeasures where risk is unacceptable.

 Critical Infrastructure Protection
I believe the greatest vulnerability in our nation's critical infrastructure(1) based upon the concept of interdependency lies in the fact that "private industry owns and operates approximately 85 percent of our critical infrastructures and key assets." ("The White House," p.
When the requirements are imposed on all critical infrastructure owners equally, the cost of the additional security is borne by the entire nation, similar to how insurance risks are pooled and shared through insurance companies and reinsurers.
With the economic and social interests of 85 percent of the critical infrastructure owners in alignment, the interdependency risk posed by the tragedy of the commons will be greatly mitigated and our nation's resources can then be focused upon other potentially devastating critical infrastructure interdependencies.

Who's On First? A Strategy for Protecting Critical Infrastructure
With so much critical infrastructure under private control, delineating exactly which responsibilities for protecting it should be exercised by private entities and which should be carried out by the federal government has been difficult.
Criticality assessments are “designed to systematically identify and evaluate an organization’s assets based on the importance of its mission or function, the group of people at risk, or the significance of a structure.”[4] These three assessments can then be assembled into a bird’s-eye view of the situation.
While the federal government has established a firm policy foundation for protecting critical infrastructure, the structural enablers that actually implement the guidance either are in their infancy or have not yet been created.
