The Assembly (Sabor) is unicameral, between 100 and 160 members, exact number was decided by the legislature - elected for a four year term, 140 members in multi-seat constituencies, up to 6 members chosen by proportional representation to represent Croatians residing abroad and 5 members of ethnic and national communities or minorities.

Counties are regional self-government units that carry out the affairs of regional significance, and in particular the affairs related to education, health service, area and urban planning, economic development, traffic and traffic infrastructure and the development of network of educational, health, social and cultural institutions.
Although "Croatian Spring" was broken, the leaders lost their political position and were forced into isolation, and less important leaders were persecuted, practically all the intentions of the mentioned national leaders were accepted and introduced in Yugoslavian constitution from 1974.
The right-wing was represented by the Croatian Democratic Union (HDZ), led by the communist general, later Croatian nationalist and dissident Franjo Tuđman.

In the Chamber of Representatives elections in October 1995, the CDU’s majority was cut to 75 of 127 seats; in municipal elections at the same time, the party lost Zagreb and several other cities.
In elections to the Chamber of Counties in April 1997 the CDU increased its majority from 37 to 41 of 65 seats, and in June Tudjman won a third presidential term with 61 percent of the vote.
Election monitors from the Organization for Security and Cooperation in Europe (OSCE) criticized the process, citing favoritism for Tudjman in the state-controlled media, vastly unequal campaign resources, and denial of voting rights to ethnic Serbs still living in Croatia.

Although oral guarantees to appoint two Serbs from the region to the Croatian House of Counties were not fulfilled, a compromise was reached whereby an additional Serb from the Baranja is to be appointed as Assistant Minister for Culture in the Ministry of Education and Culture.
On 19 May 1997, UNTAES initiated the transformation of the monetary and financial system of the region by introducing the kuna as legal tender, integrating the local payments system into that of the Republic of Croatia and regulating all economic activity in accordance with relevant Croatian commercial laws.
With the opening of Croatian government offices and civilian reconstruction programmes, an ever-increasing number of Croats are entering the region, and the risk of incidents has moved from the perimeter of the region towards the interior.

On April 13, voters went to the polls to select members of Parliament’s second chamber, the Chamber of Counties, as well as county councils, and city and municipal governments.
The opposition’s poor showing in these elections was attributed mostly to their failure to agree on a single credible candidate.
In the run up to the election, Tudjman also staged several grandiose public events which were clearly campaign events, including the “peace train” ride to Vukovar in eastern Slavonia, which he and 2000 supporters took, and his birthday celebration at the national theater.

On 7 January, repeat elections to the Milli Mejlis (Parliament) were held for 11 single-mandate constituencies in Azerbaijan for which the results of the 5 November ballots had been annulled due to serious violations in the electoral process.
The Organization for Security and Co-operation in Europe reported that the repeat elections were an improvement on the 5 November ballot, with fewer instances of intimidation of voters and observers and less interference in the electoral process.
The trial chamber concluded that Dario Kordic, a high-ranking politician in the Bosnian HDZ and Mario Cerkez, an HVO commander, helped organize and participated in a campaign of extreme and systematic persecution of the Bosniac population in central Bosnia.
