In the New Zealand state sector, a Crown Research Institute or CRI consists of a State-owned, semi-commercialised entity charged with conducting scientific research.
Crown Research Institutes date from 1992, with most having been created out of the old Department of Scientific and Industrial Research (DSIR).
Another CRI, the Institute For Social Research and Development, was disestablished in 1995 after failing to achieve financial viability.

The country's nine Crown Research Institutes (CRIs) appeared to have been left out in the cold when Prime Minister Helen Clark announced the board in May and said it would play a key role in her Government's growth and innovation policy, announced in February.
One pathway would be for universities and crown science companies to form "virtual" centres of excellence bring all the capabilities of particular disciplines to bear on a project.
Crown Research Institutes had $482.6 million in revenue during the 2001 financial year, $252.3 million of it from the Government's public funding of science.

The Crown Institutes Act 1992 abolished the Department of Scientific and Industrial Research, the technology division of the Ministry of Agriculture and Fisheries, the Meteorological Service, the Forest Research Institute and the Department of Health's communicable diseases centre, and replaced them with ten Crown Research Institutes.
The Ministry of Research, Science and Technology was created in 1989 to advise the government on the overall policy framework, priorities and funding for research, science and technology, and to provide contract management services to the Minister for the implementation of funding.
The Crown Research Institutes obtain their money from contract research and by bidding for project grants from various funds, the largest of which is the Government's Public Good Science Fund.

This organization was broken up into a number of government owned Crown Research Institutes These new institutes were structured as limited liability companies and given clear instructions to act in a more commercial manner with a portion of their annual budget having to be met from private research work.
In 1984 funding of research, investigation and exploratory drilling for new geothermal development prospects was transferred to the Ministry of Energy and funded through the Gas and Geothermal Trading Group budget or from the ECNZ budget.
If a research project failed to gain the necessary financial support the scientists working on that project have to be accommodated out of funds derived from other successful bids or their contracts terminated.

The Association of Crown Research Institutes (ACRI) expressed specific concerns in respect to intellectual property in New Zealand.
They stated that research knowledge is not a conventional economic good: it cannot be consumed and it can be shared widely and therefore the benefits diffuse widely.

"Biotechnology chairman Ian Warrington from the Crown Research Institutes Association said in a press release on Sunday that 'discussions of the issues is often obscured by misrepresentations aimed at manipulating public opinion'.
Ms Fitzsimons said she was saddened that it appeared that respected scientific organisations such as the Grassland Association, the Royal Society and the Association of Crown Research Institutes would rather spin the facts about genetic engineering than debate them.
