The main novelty suggested by V. Kovalev (1987) in his dendrogram, was the independent and heterochronous derivation of both Culicomorpha and Bibionomorpha.
Kovalev (1984) distinguished two stages of the Diptera fauna formation during the Jurassic: the Early Liassic (as reflected by the assemblage of Sogyuty in Central Asia) and the rest of the period.

Within Diptera, evidence is convincing for the monophyly of Culicomorpha, Blephariceromorpha, and Tipulomorpha but weak for the monophyly of the other basal infraorders and for the relationships among them.
Detailed studies of the musculature of the mouthparts, cervical region, and prothorax of adult flies (124) revealed a clade (Oligoneura) containing all Diptera except Tipulomorpha and Ptychopteromorpha, as evidenced by two characters of cervical musculature (Figure 2C).
In addition, a clade containing Blephariceromorpha and Culicomorpha is supported by a synapomorphy in the musculature of the labial palp.

A consideration that must be made for the presence of high TAG levels in the lipophorin of insects from the Culicomorpha infraorder is the possibility of experimental artifacts caused by using total insect homogenates as the source for HDLp purification.
Since the lipid composition of HDLp purified in this manner did not differ significantly from that of HDLp isolated from total homogenate, we concluded that there are not artifacts associated with using total homogenates.
Based on these studies we conclude that TAG-rich lipophorins are found only in the Culicomorpha infraorder, but not in higher Diptera.

Clearly uneasy with this modest support for the arrangement of Ptycopteromorpha, Wood & Borkent (1989) suggested the ptychopterids alone may be the sister group to the Culicomorpha.
However, tanyderids share complex labral brushes with ptychopterids and the Culicomorpha that Wood & Borkent (1989) argue must be homologous across these taxa.
The decision to treat ptycopterids as the sister group to the Culicomorpha was therefore deferred till additional support for an alternative arrangement could be found.
