The Cunene River (sometimes transliterated Kunene) is a river in Southwest Africa.
It is one of the few perennial rivers in the region.
The dam may threaten the local ecosystem and therefore the economic basis of the local Himba ethnic group.

The correlation between the two gauges on the Cunene and Okavango Rivers depends on the assumption that the two watersheds are hydrologically similar.
It appears that certain river discharge measurements were rejected because they "were clearly identified as outliers" and because of "documentation discrepancies." The study does not say which measurements were rejected, or how many, or how many were left as a basis for the correlation.
