  Curia - LoveToKnow 1911
The curia was also adopted as a state division in a large number of municipal towns; and the term was often applied to the senate in municipal towns (see Decurio), probably from the name of the old senate house at Rome.
Sometimes curia means jurisdiction, or the territory over which jurisdiction is exercised; whence possibly its use, instead of cortis, for an enclosed space, the court-yard of a house, or for the house itself (cf.
The word Curia is now only used of the court of Rome, as a convenient term to express the sum of the organs that make up the papal government (see Curia Romana).

The Roman Curia — usually called the Vatican — is the administrative apparatus of the Holy See, coordinating and providing the necessary organisation for the correct functioning of the Catholic Church and the achievement of its goals.
Curia in medieval and later Latin usage means "court" in the sense of "royal court" rather than "court of law".
The Roman Curia can also be loosely compared to cabinets in governments of countries with a Western form of governance, though it only includes a Foreign 'ministry' (the Secetary of State), the secular interal affairs being handled by separate institutions of the Vatican City State, unlike the earlier Papal States.

This article deals in particular with the tribunals and the offices of Curia (Ufficii di Curia), in addition to which something will be said of the commissions of cardinals and the pontifical family.
According to the Constitution "Sapienti consilio" of Pius X, the tribunals of the Curia are three: the Sacred Penitentiaria, the Sacred Roman Rota, and the Apostolic Signatura.
Certain commissions of cardinals which still exist are the Commissions for Biblical Studies, for Historical Studies, for the Administration of the Funds of the Holy See or of the Peterspence, for the Conservation of the Faith in Rome, and for the Codification of the Canon Law.

 CATHOLIC ENCYCLOPEDIA: Holy See
Thus, it was not deemed necessary that the pope should reside in Rome: "Ubi Papa, ibi Curia", i.e., it was taken for granted that the Curia or machinery of administration always followed the pope.
The Curia, properly speaking, was at Viterbo, whither the pope frequently went to transact affairs, and where he also gave audiences: "Audientiam suam fecit." Nevertheless, he ordered Bulls to be dated from Soriano, which was done (Baumgarten, "Aus K. und Kammer", Freiburg, 1907, 279).
Covarruvias and Gonzalez agree that: "Curia Romana ibi censetur esse, ubi est papa cum cancellaria et tribunalibus et officialibus suis, quos ad regimen ecclesiae adhibet" (the Roman Curia is considered to be where the pope is, with the chancery, tribunals, and officials whom he employs in the Government of the Church).

 The Papacy--Beliefnet.com
For several months, I have thought that it might be a good idea if the Curia Romana — the bureaucracy of the Catholic Church — were to have a majority of lay and/or female employees, especially in the higher-ranking positions.
Since the vast majority of Catholics are laypeople and a majority of practicing Catholics are women (especially women who do not live in Europe or North America), it might be refeshing to have a Nigerian or Brazilian laywoman (a mother of 8 and grandmother of 15, maybe?) in Cardinal Ratzinger's job.
Do you think that having a Curia with a plurality of Third World lay female employees would be preferable to the current Curia (which has a majority of ordained male European employees)?
