Cutey Honey is the prettiest looking of the whole lot, naturally, and Gotoh Keiji (this seems to be one of his earlier works) tones down Go Nagai's character designs so they're not so deformed, which helps.
It seems that Cutey Honey, as a creation, is actually trying to go beyond the perverted, ultra-violent reputation of its creator, Go Nagai, but can never fully shake off the taint no matter how hard it tries, especially considering how many of Nagai's male fans embraced this series so thoroughly.

There was a manga (graphic novel) as well as an associated TV show in the 1970s, followed by a new manga series in the 1990s called “Cutey Honey 90”.
The gang member who transformed did so with the aid of Panther Zora, in a way never explained, although it seems to relate to the boast from the previous OVA that, no matter how many times she was defeated, Panther Zora would always return as long as there were people in the world.
In the grand scheme of things, “New Cutey Honey Collection 2” doesn’t revolutionize animation, but it features decent animation and is entertaining enough that you don’t have to feel guilty about watching it for the fan service alone.

Cutey Honey Flash is a 39 episode TV series that ran on Japanese television from February 15, 1997 until January 31, 1998.
Along with the Cutey Honey form, Honey fights hordes of Panther Claws and attempts to rescue her kidnaped father from their clutches.
Cutey Honey Flash is also much closer to the Magical Girl styling of Sailor Moon, going for a younger female audience than that of the original TV series, which was targeted at boys but girls ended up enjoying as well.
