The Yale Hippolytic: Breaking Away from the Godfather by Andrew Williamson
Calling for annual meetings among the heads of state to assess the progress of their economic integration, the Cuzco Declaration gave birth to the South American Community of Nations (SACN) and projected that South American nations will have unified economically and opened free trade among themselves by 2019.
Meeting in Cochabmba, Bolivia on December 8, 2006, the leaders of the SACN commemorated the two year anniversary of the Cuzco Declaration and released the Cochabamba Declaration, which reaffirmed their mission to unify South America and identified impediments to their progress.
The Cochabamba Declaration is best read as an explicit response to economic and political globalization caused by neo-liberal trade agreements and, implicitly, to United States hegemony in South America.

The text of the Cuzco Declaration, signed by the presidents or foreign ministers of 12 South American countries [5] appears to effectively point in another direction.
Rather than rejecting the Cuzco Declaration beforehand as pure rhetoric and the decision to create the South American Community of Nations as a mere formality, one should analyze this process for its potential to offer new terrain for struggle and tension between different visions and social forces over the future of Latin America.
The objectives included in the Cuzco Declaration are not, at all, compatible with the public policies and economic trends that, thanks to the foreign debt, international financial organizations continue to impose in the continent.
