Cyangugu or Ciangugu was a province in south western Rwanda, lying at the southern end of Lake Kivu, east of Bukavu in the Democratic Republic of Congo.
The settlement has two main areas: Cyangugu itself is the lakeside resort, while Kamembe lies further inland and is the industrial and transport centre.
The coordinates of the town of Cyangugu are 2.48S, 28.90E.

CYANGUGU, Rwanda -- The last six foreign aid workers fled the eastern Zairian city of Bukavu yesterday as chaos spread and mortar shells exploded on the city's southern and western edges.
A Tutsi resident of Bukavu who managed to escape said mobs were hunting down Tutsis in the city, stealing their belongings and demanding bribes for permission to leave for Rwanda.
Meanwhile, Rwandan border guards in Cyangugu said militant Hutu refugees in Zaire were among those preventing people from crossing the border to return to their homeland in Rwanda.

Bongwa is the 24th witness for Ntagerura, one of the three defendants in the so-called "Cyangugu Trial." Ntagerura is jointly tried with Emmanuel Bagambiki, a former governor of Cyangugu Province and Samuel Imanishimwe, former commander of the Cyangugu military barracks.
Bongwa claimed that her husband was not in Cyangugu between 6 and 9 April 1994 because she, her husband and their three children sought refuge from 6 April at the presidential guards military camp in Kimuhurura in Kigali to escape violence.

The Cyangugu massacres were part of the 1994 Rwandan genocide, in which an estimated 800,000 Tutsis and moderate Hutus were slaughtered in an attempt of ethnic cleansing.
The court found that soldiers, Interahamwe militia and members of the local population had participated in the Cyangugu massacres of the civilian Tutsi population and of Hutu political opponents.
This decision in the so-called "Cyangugu Case" brings to 21 the number of accused whose trials have been completed since establishment of the Tribunal in 1994.

But they say precious few of them are Tutsis, giving further weight to fears that the minority group was virtually wiped out in the one-third of the country controlled by the majority Hutu government.
They were pleased to see soldiers from a government that helped finance and run their defense of the 1990 Tutsi rebellion.

The ICTR on Wednesday absolved former prefect of Cyangugu Emmanuel Bagambiki and former minister of transport and telecommunications, André Ntagerura who hails from the province, of any responsibility in the killings that took place in the province during the 1994 genocide.
Former military commander of Karambo military barracks in Cyangugu, Samuel Imanishimwe was found guilty of ordering and abetting the killings of many ethnic Tutsis that had taken refuge at a football pitch on the outskirts of the town.
Bagambiki was prefect of that province prior to being transferred to Cyangugu.

After flying for a brief time, we flew over Lake Kivu to land in the city of Cyangugu, near the border of the Democratic Republic of the Congo.

In an immediate response to the incident, the UN High Commissioner for Human Rights, Jose Ayala Lasso, ordered members of UN observer missions in the western Cyangugu, Gisenyi and Kibuye prefectures to withdraw to Kigali, while observers in the Gitarama, Gikongoro and Butare prefectures were told to remain at base.
Later, the UN announced that staff members were being temporarily withdrawn to Kigali from the four prefectures of Cyangugu, Ruhengeri, Gisenyi and Kibuye, and strict security measures were being implemented elsewhere in Rwanda.
Kibuye, Gisenyi, Ruhengeri and Cyangugu prefectures, which border Zaire, have become increasingly unstable since the mass return of Hutu refugees from Zaire and Tanzania at the end of last year.

New sites of massacres and mass graves were identified in October, in the prefectures of Cyangugu (more particularly in the communes of Gisuma and Gafunzo) and Kibuye.

The President of the Republic of Rwanda, H.E. Paul Kagame began a two-day working visit to the southwestern Province of Cyangugu on Thursday with a call for local leaders to reject the bad politics that resulted in the death of over one million people during the Genocide.
Speaking at a three-hour long meeting with over 800 local and opinion leaders in Cyangugu town, President Kagame noted that Rwanda currently ranks among the 20 poorest nations on the globe because of the bad politics that characterised the post-independence era.
He said that not only did bad politics result in the Genocide, but it also resulted in poverty and underdevelopment because bad politics is an impediment to development.

The former commander of Karambo military camp in Cyangugu prefecture (South West) Rwanda, Lieutenant Samuel Imanishimwe told the International Criminal Tribunal for Rwanda (ICTR) on Thursday that RPF rebels killed former Rwandan president Juvenal Habyarimana.
During cross examination by the prosecution, Lt. Imanishimwe alleged that it was the RPF (now the ruling party in Rwanda) who assassinated the president on April, 6, 1994 though he did not give supporting evidence as to how he was killed and who was responsible.
Responding to questions on why he did not take action against people who caused massacres in Cyangugu prefecture in 1994, he said that he was assigned to defend the borders and was not responsible for the internal security which he claimed was under another authority, that of gendarmerie Commander, Colonel Bavugameshi, whom he trusted.
