As for luck, could be that the farther away that someone drifts from their humanity, the more that the cosmic or divine force of luck ignores them.
The more cyberware they have, the less likely the magic will work (probably simply use the normal Essence cost as a negative modifier for the Unrelable Power roll).

There are towns containing NPCs that give you missions and sell you useful things, such as weapons, medkits, and cyberware, and then there are areas containing NPCs of the not-so-friendly variety that try to sell you things like beatings, stab wounds, and death.
There's no special process required to attach cyberware; you basically just drag and drop whatever you find/buy onto the appropriate slot (I guess people in the future are plug-and-play compatible).
The only limitation on cyberware is that each piece has a tolerance cost, and your character has a maximum tolerance, which can be raised as you level up.

Most of the cyberpunk-genre games currently on the market treat cyberware in much the same way that cars are treated now; you buy a cybereye, say, and if you later discover that you need one with different capabilities, you get rid of the old one and buy a new one.
This need not be limited to cyberware; a visual count of the ammo in a weapon could be quite useful as well.
Other pieces of cyberware could bring similar "fringe benefits." For example, a cyberear might well require an electronic replacement for the cochlea, which would mean that it would most likely improve the recipient's sense of balance.

Cyberware, in the sense of augmenting human bodies with physical implants and replacements, has been around in science-fiction in one form or another for a long time, and predates the whole cyberpunk genre.
It takes time to have a cyberware augmentation implanted; such procedures will take between six hours and a couple of days (this includes the implantation itself and any recovery time.) Replacing an organ or a limb requires a major operation and characters should expect to be out of action for several weeks.
The complete Cyberware chapter gives full rules for installing, upgrading, maintaining, and repairing all types of cyberware as well as rules on how it may be damaged.
