There are many encarpments (cliffs) to the South of Tobruk (and indeed in all of Cyrenecia, the Eastern half of Libya).
Tobruk was strategically important to the conquest of Eastern Libya, then the province of Cyrenecia for several reasons.
Attackers from the from the east that had secured Tobruk may then be able to advance through the desert to Benghazi, cutting off all enemy troops along the coast, such as at Derna.

Ustia is north of Sicily and I believe has a harbour and a fishing village - many such little Islands were used as fleet bases in Roman times...

They have 3 stacks in Cordoba and could take down the Spanish but haven't.
I'm guessing that they think that I would attack the moment they have a war with the Spanish since thay a stack in Cyrenecia.
It's their fault for not accepting an alliance.
