After his easy victory over Babylonia, described in the Cyrus Cylinder, a masterpiece of diplomatic propaganda mixed with deep political wisdom, the Achaemenid Persian Cyrus the Great presented himself not as a conqueror, but a liberator, a restorer of the right religion (of Marduk) and the legitimate successor to the crown.
Cyrus had no thought of forcing conquered people into a single mould, and had the sense not to change the institutions of each kingdom, but rather attached them to the Persian crown.
He also declared the first Charter of Human Rights known to mankind, which is written on the clay cylinder now at the British Museum.

The Cyrus Cylinder is an artifact of the Persian Empire, consisting of a declaration inscribed in Babylonian cuneiform on a clay barrel.
Upon his taking of Babylon, Cyrus the Great issued the declaration, containing an account of his victories and merciful acts, as well as a documentation of his royal lineage.
A replica of the cylinder is kept at the United Nations Headquarters in New York City in the hallway leading to the Security Council chamber.
