Cyryl Ratajski (1875- 1942) był prawnikiem, działaczem politycznym i regionalistą, zaliczanym do grona najwybitniejszych przedstawicieli polskiego okresu międzywojennego.
Cyryl Ratajski urodził się 3 marca 1875 roku w Zalesiu w Wielkopolsce.
Cyryl Ratajski oficjalnie urzędował do 14 września, jednak pozbawiony został jakiejkolwiek władzy.

The highest authorities in this state were held by the Government Delegate at Home, in 1944 this was the deputy premier (of the acting government, in exile in London).
The Government Delegates were, successively, Cyryl Ratajski (pseudonym 'Wartski').
The underground parliament was a representation of the most important political parties and groupings (the Political Consultative Committee - the Political Representation at Home) which in the period 1944–45 took the name of the Council of National Unity (RJN).

The position of Chief Government Delegate was established to be In charge of political and administrative affairs in Poland, who was to deal with political matters in consultation with the party representatives in the Political Coordinating Committee.
At the end of 1940 the President of Poland (located in London) appointed Cyryl Ratajski, a member of the Labor Party, as Chief Government Delegate.
After Cyril Ratajski resigned in 1942, Jan Piekałkiewicz (Peasant Party) took over as Chief Government Delegate.

TS: On June 23,1941, the day after the beginning of Soviet-German war, Prime Minister Wladyslaw Sikorski and his minister, Stanislaw Kot, signed the "Instructions for the Country" which two days later were received by General Grot-Rowecki and Cyryl Ratajski, the delegates of the Polish underground government in Poland.
Let me quote something from this document: "The government wants to alert the society not to comply with German actions against the Jews in the areas previously occupied by the Soviet Union." So yes, the underground government was somewhat aware of the German pogrom strategies.
