Le Seanad Eireann (comme le Dil Eireann) -à la majorité des 2/3 de ses membres- peut mettre en accusation le Président d'Irlande pour mauvaise conduite spécifiée sur proposition d'au moins 30 de ses membres.
A l'expiration d'un délai de 21 jours, le texte devra être renvoyé au Dil Eireann qui pourra adopter ou rejeter toutes les recommandations du Seanad Eireann, ou une partie d'entre elles.
