Dragonstar isn't nearly as generic as d20 Modern, but I think as long as it's out there (not to mention SW d20), it'll fill the niche of "generic futuristic d20 game" in spite of its less-than-generic setting and classes.

I have little experience with RPing, but the modern era campaign would probably have less of the freelance adventurer and more aligning a party with a faction or employer - which also means you can play about with betrayal and manipulation by nominally allied NPCs.
My best friend wants to play modern so he can be "The Punisher" :P Like said before, you generally join an organization when playing modern, it just seems fitting, whether it be a police force or the maffia.

I recall Mongoose saying they were going to do a MIB/x-file kind of d20 modern campeign book, but I have not seen mention of it in sometime.
I am a bit surprised there was not a big push of 3rd party support for d20 modern like there was for d20 standard.
I'd like to see him and Wolfgang place their mark on a d20 Modern campaign, both are pretty solid writers in my opinion.

I saw d20 Modern as more of an attempt to move DnD into a more up to date setting.
Unfortunatly, the base classes in the PHB don't crossover too well, and making all new ones only works where you have a rather defined setting [like SC], so they went the other way and made everything super-generic.
In my opinion, if someone took Modern, gave it a setting, then designed a range of balanced base classes for it things would be much better.

I got them for the source material but they include new rules for d20 that you might find helpful to de-d20fy d20 modern, as well as more "classes" and abilities.
Sorry I don't nkow of any web based stuff since I'm not using d20 but even though the system is a bit funky there is lots of good material for it out there.
My players didn't really take to HERO either, so for their sake, I use the d20 based Mutants and Masterminds as my main ruleset, but I still get a lot of use out of all my HERO sourcebooks and supplements.

I think the only one her library had in was the aircraft recognition guide, but that was good enough to see what they thought was important enough to include.
Everything else was just examining the picture and the D20 Future mecha rules to see what fit and creating anything that didn't.
I've never dealt with D20 future before so I had to learn the stuff before I could even start deciding what's what.

Encyclopedia Vanguard: Modern d20 bills itself as a sourcebook for modern warfare, but in fact carves out a narrower niche on the back cover: American forces and their enemies in the war on terror.
One notable stat I do think is missed is the Crew Quality rating, which is buried in the vehicular combat rules of d20 Modern and easy to miss.
Again, to comment on the rules, they involve very little new concepts, but are rather integrated into existing d20 Modern framework (the example I commonly cite for d20 Modern is the absence of odd numbers of damage dice, in keeping with the rules for automatic and burst fire).
