This new network was known as "dal's net", after the nickname used by the administrator of the first IRC server on the network, "dalvenjah", taken from the dragon "Dalvenjah Foxfire", in a fantasy novel by Thorarinn Gunnarsson.
In 2003, DALnet put up their first anycast servers under the name "The IX Concept", and made irc.dal.net resolve to the anycast IP.
As of 2004, DALnet is the seventh largest publicly monitored IRC network by average monthly user count.

 The DALnet IRC Network
DALnet was founded on July 1994, (the exact day happens to match dalvenjah's birthday) as an alternative IRC network in order to get away from the lag, netsplits and takeovers on EFnet.
DALnet took pride in its friendliness, its Services (which none of the other networks had: they were invented by DALnet) in addition to the lack of lag and netsplits.
And DALnet is now, after ten years, with a user record of 140,000 simultaneous users being the highest record on this growing network while keeping intact the ideal of providing the best service and chatting environment for everyone.

DALnet's services are all donated by companies and individuals to benefit the tens of thousands of people chatting at any given time.
DALnet does not take part in how any channel is managed, that is up to the channel's ops, and ultimately, the channel's founder.

auto killed from dalnet - FDCServers Forums
DALnet admins were pretty cooperative and explained us that in order to prevent this, we have to peer to their IX network which has no limitations but they will expect us to handle reports.
I'm truly disappointed of DALnet's attitude on this issue and I have to assure you that we did everything possible to prevent this from happening, while me and my employer consumed hours of dealing these reports and long conversations with admins that no other ISP would.
My personal opinion is dalnet has gone the way of the kiddie run network and have begun once again to cut thier own throats as far as thier user count / usability is concerned.

ISP-Planet - News - Could Attack on DALnet Kill IRC?
For at least a month, distributed denial of service, or DDOS, attacks have been crippling DALnet, one of the world's largest Internet Relay Chat (IRC) networks, bringing it to its knees and raising the possibility that many hosting providers may refuse to host IRC servers at all.
DALnet was one of the earliest IRC networks, formed by users of EFnet (Eris Free Network) in June 1994 because of the netsplits (caused when the connection of one or more servers in a network is broken) and lag that were plaguing that network.
DALnet said it is working with a number of law enforcement agencies to track down those responsible, has lodged complaints with the ISPs it has been able to trace, and has the help of experts in dealing with DDOS attacks.

DALnet's name is something I would never have thought difficult to understand being the way it is. It is a name, and in the same way that I would not write someone's name as "Allen" if it was "Alan", I would not write DALnet's name incorrectly, and would ask others to show the same courtesy.

J’raxis·Com • The DALnet IRC Network
DALnet, in their infinite wisdom, decided that, due to all the packeting attacks they suffer, they would stop allowing people to connect to individual servers, redirect the publicly-known server names to the same IP address, that of irc.dal.net, and set up irc.dal.net as an anycast server (the “IX Concept”).
DALnet’s solution to the problem of nick chasers—lusers who obsessively try to be the first one to grab a “leet” nick that’s about to drop—was to replace second-resolution timestamps with relative ones in the last-seen field in NickServ’s nick info display.
DALnet’s explanation for this ridiculous-looking aKill is of course nonexistent.

Wired News: Chat Network Nixes File Sharing
DALnet, one of the largest Internet relay chat networks and a forefather of Napster and Kazaa, announced it would ban channels whose primary purpose is to distribute files beginning March 1.
Although DALnet administrators insist the new policy is not a response to any legal pressure regarding piracy or copyright infringement, the network undoubtedly is trying to distance itself from the legal tangles that have plagued file-trading networks like Napster, Kazaa and Morpheus.
The first major IRC network to actively prohibit file sharing, DALnet's policy comes after several difficult months during which it has been hobbled by a series of denial-of-service attacks.
