  The Discrete Cosine Transform (DCT)
The DCT is similar to the discrete Fourier transform: it transforms a signal or image from the spatial domain to the frequency domain (Fig 7.8).
F(u,v) is the DCT coefficient in row k1 and column k2 of the DCT matrix.
The DCT input is an 8 by 8 array of integers.

The Discovery Channel Telescope (DCT) is Lowell Observatory’s newest project to design and construct a powerful, 4.2-meter telescope 40 miles southeast of Flagstaff, Arizona at a site location known as Happy Jack.
Unique to the DCT’s optical configuration is the ability to switch from an ultra wide-field (prime focus) imaging and surveying mode to a significantly longer focal length mode optimized for spectroscopy, infrared imaging, and other applications.
When configured for prime focus imaging, the DCT, in a single exposure, will allow astronomers to survey an area of the sky equal to the size of 16 full moons, which greatly exceeds the capabilities of existing telescopes of its class.

The method treats each DCT coefficient as an approximation to the local response of a visual "channel." For a given quantization matrix, the DCT quantization errors are adjusted by contrast sensitivity, light adaptation, and contrast masking, and are pooled non-linearly over the blocks of the image.
This means that threshold error in a particular DCT coefficient in a particular block of the image will be a function of the value of that coefficient in the original image.
The strategy is to develop a very simple model of perceptual error, based upon DCT coefficients, and to iteratively estimate the quantization matrix which yields a designated perceptual error or bit-rate.

8-tap Winograd DCT optimised for FC0
The DCT is a special kind of Fourier Transform with particular characteristics, for example there is no need of a "window" that fades data in and out.
Optimizing the DCT is very benefic both for the encoding and the decoding of pictures and movies, for example, and this paper shows that F-CPU is particularly well suited to this task if the program is adapted a bit.
For example, the input of the 2-D DCT is generally 8-bit numbers (when compressing images) and the output is 16-bit numbers, increasing by steps of 1 bit per pipeline stage.
