Isaac Toucey (November 15, 1792–July 30, 1869) was an American statesman who served as a U.S. Senator, Secretary of the Navy, Attorney General of the United States and Governor of Connecticut.
Born in Newtown, Connecticut, Toucey studied law and was admitted to the bar at Hartford, Connecticut in 1818.
James Buchanan, who Toucey had served with in the Polk administration, appointed him U.S. Secretary of the Navy in his Cabinet in 1857 as a sop to the Pierce faction as well as to represent New England in the Cabinet.

Toucey was laid down on 26 April 1919 at Squantum, Massachusetts, by the Bethlehem Shipbuilding Corporation; launched on 5 September 1919; sponsored by Miss Elizabeth Alden Robinson; and commissioned at Boston, Massachusetts on 9 December 1919, Commander Reuben B. Coffey in command.
Saginaw was launched as Toucey, but her name was changed prior to commissioning at the request of her namesake.

His follow on tours were to Naval vessels, which included the USS TOUCEY (282) from June 1925 to May 1926, the USS ROCHESTER from June 1926 to August 1928, the USS WEST VIRGINIA for the month of September 1928, and the USS IDAHO from October 1928 to March 1930.
He returned to the U.S. Training Station at Hampton Roads from May 1930 to February 1932 after which he was returned to the USS UTAH for duty from March 1932 to June 1935.
The program subsequently was designated the New Construction Destroyer Program and expanded to include the new nuclear frigates (DLGN 38 Class) as well as the DD 963 class destroyers and the associated missile ships.
