The French traffickers continued to exploit the demand for their illegal product, and by 1969, they were supplying the United States with 80 to 90 percent of the heroin consumed by addicts.
The DEA had leased a 20-acre farm near Dulles Airport in rural Virginia, as well as a house in Oxen Hill, Maryland, to practice raids and field exercises.
