Topic: DEA Number

Drug Enforcement Administration - Wikipedia, the free encyclopedia
The DEA's relatively firm stance on this issue is in contrast to that of the Federal Bureau of Investigation, which is considering relaxing its hiring policy on drug use.
The DEA number, however, is often used by the industry as a general "prescriber" number as a unique identifier for anyone who can prescribe medication.
The DEA is also criticized for not scheduling dangerous drugs more commonly used, such as datura, and for being extremely slow in the scheduling of popular analogues of existing scheduled substances, such as DPT, 2C-T-7, and GHB analogues.

Mid-level practitioners receive DEA numbers beginning with the letter "M," while distributors receive DEA numbers beginning with either the letter "P" or the letter "R." The second letter of the two-letter initial sequence is usually the first letter of the last name of the registrant.
The seven number sequence that follows the two initial letters should always match a formula that the DEA has established to evaluate legitimacy of a DEA number.

At the present time, however, the DEA number also is being used as a physician identifier by pharmacies for non-controlled substances, suppliers of durable medical equipment, and insurance companies for reimbursement purposes.
Using the DEA number for purposes such as these could lead to the DEA number falling into the hands of people who sell and use drugs illicitly and could lead to use of the DEA number for fraudulent prescriptions.
The DEA opposes use of the DEA number for other than its intended purpose for tracking controlled substances, and strongly opposes insurance company practice of requiring that a DEA number be placed on prescriptions for non-controlled substances.

Testimony by Lee Ann Stember for the August 17, 2004 NCVHS Subcommittee on Standards and Security
The use of the DEA number for strictly financial transactions compromises the integrity of the identifier.  Not all prescribers have DEA numbers, other prescribers have multiple DEA numbers, and DEA numbers are assigned to non-prescribing entities such as pharmacies and wholesalers.
As a result of the problematic use and state legislation banning the use of the DEA number for purposes other than originally intended, NCPDP undertook the task of creating an alternative to the use of the DEA number as a prescriber identifier.
In the early 1990s, NCPDP’s Standard Prescriber Identification Number (SPIN) project was formed to solve the problem and work began in conjunction with a large healthcare professional association in 1993.  Significant progress was made in the mid 1990s, however, the SPIN project was vacated due to the announcement of the NPI in HIPAA.
