A mass cull of poultry in the UK is being prepared by Defra officials in meetings with some of the main agricultural firms involved in the clean up and disposal of hundreds of thousands of cattle, pig and sheep carcasses during the foot and mouth epidemic.
As it plans a cull, Defra is being forced to turn for help to firms it has spent years fighting in disputes over outstanding bills of millions of pounds from the foot and mouth crisis.
News of Defra's plans came as fears grew that the lethal H5NI form of avian flu had reached the heart of the European Union.

 COMMUNITY COMPOSTING UNDER THREAT FROM DEFRA
Like other communities across the country, the villagers of Lympstone in Devon have for some years run an admirable collective composting scheme, whereby hedge clippings, vegetable waste and other organic refuse is collected from round the village, taken to a communal heap and sold back to villagers at £1.50 a bag.
Defra adds that special consideration should be given to "small scale composting" schemes, which have "an important part to play in meeting Government targets".
The only notable "concession" is the proposal of a separate band of charging for those at the lower end of the scale of composting, which may still result in payment by community composting groups of something in excess of £300 per annum.

Mindful of the fact from very early on in April 2001 that the outbreak was going to be of enormous consequence to the UK, the staff of the Joint Co-ordination Centre in London took the decision to make sure that all possible data sources were captured and protected as the outbreak progressed.
Defra believe that these estimates of additional 'at foot' animals are, however, likely to be high, because at least some of these young animals were included in their original figures.

IBM has been confirmed as the IT partner for the Department of Food and Rural Affairs (Defra), in a contract worth at least £400m over the next ten years.
Recent analysis of Defra's finances indicate that the department spends, on average, £85m per year on IT, or £850m over a decade, Myers explained.
He also insists that Defra is not about to cut all its existing partners out of the loop: "This is about creating an internal economy of organisations that carry out development work" he said.

The Countryside Alliance today called for DEFRA to be 'radically reformed' to enable the recommendations of the Curry Commission into the future of food and farming to be delivered.
Mr Burge went on to suggest that the development of policy should stay within a 'slimmed down' DEFRA, but the responsibility for delivering and auditing those services should be separated out and given to a single unified executive agency.
However, he added "But in turn, the countryside must create a 'single voice' - for example a 'rural council' - similar to the TUC and the CBI - which brings together and effectively represents all its economic and social stakeholders, to engage with Government on its future and its prosperity".

A vet had told the inquiry that burning infected carcasses had spread the disease, and another said methods used were "medieval".

In what appears to be a victory for British off-road motorsport, the Department for Environment, Food and Rural Affairs (DEFRA) has revised the rules governing the use of agricultural land for motor sports.
On March 29 DEFRA issued its original guidance on the types of non-agricultural activities allowed during the ten-month qualifying period for the new Single Payment Scheme available to farmers.
However, DEFRA has today (Friday) revised its guidelines, switching motorsport from "activities that are inconsistent with the land being considered as remaining in agricultural use" to "activities with greater restriction".

Earthwatch Institute (Europe), in partnership with the Field Studies Council and the National Academy of Sciences in Minsk, has received a £50,000 grant from Defra to support capacity building in Eastern Europe, the Caucasus and Central Asia.

Farmers throughout Wales have a lot to thank this woman for, and it is a national scandal that her efforts are so little known or appreciated, especially by those who ought to be thanking her.

The BBKA, BFA and BDI who are the users of the bee health service had a meeting with the top team from DEFRA and the NBU recently.
NBU and DEFRA are convinced that they can show the ‘shook swarm’ technique is effective at controlling EFB and this hope is coupled with the long term wish to remove the use of antibiotics to control bee diseases.
So far the letter received by MPs from DEFRA due to our campaign have not answered our questions but re-iterated the current policy.
