Patrol craft, escorts, minesweepers, and landing craft were acquired so that the South Vietnamese could carry out the priority mission of supporting its army with coastal patrol, escort and transportation, harbor defense, limited minelaying and minesweeping, and antisubmarine warfare.
The fast patrol boat (PTF) force, at the end of 1964 numbering eight craft with the procurement of four additional Nastys, was developed to carry out hit-and-run operations along enemy coasts and to support raids ashore by SEAL units.
The purpose of the patrols was to train the South Vietnamese Sea Force in open sea deployments and to determine the extent of any waterborne infiltration of munitions from North Vietnam.

The primary purpose of the patrol was to determine the coastal patrol activity furnished by the Democratic Republic of Vietnam (DRV) along the North Vietnam coast.
The USS Maddox (DD 731), with CTU 72.1.0 (Commander Destroyer Division 192) embarked as the DESOTO Patrol Commander, conducted a DESOTO Patrol in the Gulf of Tonkin along the East coast of the Democratic Republic of Vietnam (DRV) during the period of 28 July to 8 August 1964.
Patrols were to be conducted during daylight with the ships retiring to the East at night.

In retrospect it is clear that the alleged attack was little more than a transparent pretext for war, delivered in a one-two punch.
First, media descriptions of the August 2nd attack as an "unprovoked attack" against a U.S. destroyer on "routine patrol" hid the fact that the Maddox was providing support for South Vietnamese military operations against the North.
