Hopefully to answer your question, I just opened the battery compartment to my remote and found four little number switches.
It freaked me out at first, but then I thought, "maybe a neighbor is using a similar frequency." So I will try to swith the dip switch.

Switches 2,3,4 set the FSB(for a multiplier of 5.5 the setting is 1,1,1: the final switch 5 sets the FSB, 1 for 66mHz) Too bad the 366 cpu only exists on paper.

I have the input to the switch connected +5V (same voltage as chips high voltage) and then the output connected to the chip (pins RA0 to RA5).
I may have mis-soldered something, but I wanted to check that the DIP switch was not the problem.
If the switch is closed (grounded) and the IO pin becomes an output driven high then you have accomplished the same thing - a short circuit.
