Face-to-face negotiations between the United States and the DPRK on an equal basis is the fairest way to resolve the nuclear issue on the Korean Peninsula, the Korean Central News Agency reported on January 29th, 2003.
A spokesman for the DPRK Foreign Ministry issued a statement on October 2nd, 2003 as regards a rumor afloat in the international arena that the nuclear facility in Nyongbyon stopped its operation and the six-way talks on the nuclear issue between the DPRK and the U.S. will resume in October or November.
On June 14th, 2004 the DPRK reiterated that it is necessary to settle issues with the United States through a one-to-one agreement under the principle of simultaneous actions.

The DPRK adopted Marxism-Leninism as its ruling philosophy when it proclaimed its establishment in 1948, but in a Constitutional revision in 1972, supplemented it with the juche ideology, or national self-reliance.
According to the DPRK Constitution, juche is "a revolutionary ideology with a people-centred view of the world that aims to realise the independence of the masses, the guiding principle of its actions".
Juche consists of two parts: the philosophical theory that claims the masses are the masters of history and the revolution, and the principle that the masses need the guidance of a leader (Kim Il-Sung and his son, Kim Jong-Il) to fulfil their destiny.

The second phase of the fourth six-party talks on the nuclear issue between the DPRK and the U.S. that opened in Beijing on Sept. 13, drawing the attention of the international community, closed on Sept. 19.

During March 1996, the DPRK cargo ship Chonsung was detained by Taiwanese authorities for improperly declaring 15 tonnes (200 barrels) of ammonia perchlorate (a key component in solid rocket fuels) which was being shipped to Pakistan's Space and Upper Atmosphere Research Commission (SUPARCO).
Pakistan has provided the DPRK with access to western technology and systems which it could not easily obtain and has served as a conduit for covert acquisition programs.
It is likely that the DPRK's No-dong and Taep'o-dong programs have also benefitted from access to various PRC technologies (e.g., guidance systems, etc.) that had previously been unavailable to it and from the data obtained from the recent Ghauri test launch (the Ghauri flew further then any previously tested DPRK missile).
