Although the humanitarian effort as a whole is nothing new to DSRV Sailors, there are other facets of rescue training that are new to the crew, and the Navy.
This is the first DSRV exercise in waters off of Hawaii, the first time a Los Angeles-class submarine was used with a non-U.S. navy, and the first submarine rescue exercise with Japan after signing the Memorad of Understanding for submarine rescue since 1996.
In a previous DSRV exercise with the French, Operation PILOU 98, relations were enhanced and an understanding of the counterparts was gained, which is invaluable in multinational efforts.

In short, instead of a modified off the shelf vehicle (which cost more than $750k, btw, it was more than 750,000 british *pounds* when it was ordered, and it inflated...), Locheed had to build three completely custom, large, highly capable, high endurance, air transportable large minisubs.
Have to be able to evacuate the people within a specified time, and docking/undocking are a noticable chunk of that time.
Not to mention that making them airliftable meant that they had to use titanium pressure hulls instead of steel, the DSRV is about twice as fast and twice as long endurance, has onboard sensors to *find* the missing sub,...

 World Affairs Board - Race to rescue Russia submersible
The submersible, normally used for underwater rescue operations, was taking part in a military exercise when the accident occurred on Thursday.
The DSRV should be in the air as we speak, and let the politicos deal with the (hopefully succesful) results later.
I've read that the hatch design on Russian subs is incompatible with the DSRV, but a Google search didn't give me anything saying that was right or wrong.
