DVD movies are usually coded with what is called a country or regional code or a zone lock.
DVD Region codes are used because motion pictures are often released on DVD at different times in different countries, and versions of the movie may be slightly different among countries.
DVD region codes are numbered 1 through to 8; with the first six being specific geographical regions and seven and eight being reserved for special play arenas.

If your DVD device is said to be region-locking, then it means that while your device may not be locked yet, if you continue to change its region settings, then it will be locked after the number of changes allowed (stored in the Region Counter - see above) is used up.
Most software/hardware DVD players are designed so that it will try to match the region setting of your DVD movie automatically (or prompt you to change the region setting), and decrease the counter appropriately.
So for example, in the extreme case where your DVD-ROM drive's region settings and your hardware/software DVD player's region settings and Windows's own internal region settings do not match, all 3 will have to be changed to match the region setting of your DVD movie in order to playback that particular movie.

I wonder if I used anydvd to change the region to 1 and use alchol 120 to copy the image, does that change the dvd to region 1.
However, when i burned it, and put it back into the dvd burner to see what region it showed up, and it showed that the burned dvd was region free.
but i thought the burned dvd should be turned to region 3, not region free, and could not be viewed in my dvd player (a player that is playable only to region 1).

RPC 1 drives themselves are capable of playing any region but are dependant on the installed player software to control which region is played.
RPC 2 drives come normally with a 5 change limit on regions, once the counter gets to 0 your drive is permanently locked to the last region it was set to.
On the left you can see my Hitachi drive shown as having no region protection, you will see this on RPC1 drives and those who's drive firmware has been patched to remove the region checking, if your drive shows up as this you will be able to use software to play other regions DVD's.
