Worst affected areas are the northern region of Saint Louis (districts of Podor, Dagana and Matam) and the northwestern region of Louga (districts of Kébémer, Linguère and Louga), which exclusively suffered livestock losses (20% of total).
Rains also washed away 2,438 hectares of crops, including 1800 tons of rice in Podor and 991 tons in Dagana district.
Cold and windy rains in the district of Podor demolished close to 20,000 houses in 213 villages and killed more than 380,000 heads of sheep, goats and cattle.

 MOVEMENT FOR HUMAN RIGHTS AND DEMOCRACY
In the inner districts such as Chirang and Dagana, police banned the movement of food commodities.
Peaceful rallies were organised in all six districts of southern Bhutan namely, Samtse, Chhuka, Tsirang, Dagana, Sarpang and Samdrup Jonkhar on September 19, 1990.
On 17 September, 1990, the first ever peaceful protest rally and demonstration in the entire history of Bhutan was organised at Ghumaounay, Samchi district (in southern Bhutan).
