In the three northern governorates of Dahuk, Erbil and Sulaymaniyah, WHO considers that the delivery of commodities from the central warehouse in Baghdad continues to be carried out in a timely manner.
In the northern governorates it is estimated that an additional $54 million for phase III is required in order to improve the sanitary and hygienic conditions for urban, semi-urban and rural/ farming communities.
In the northern governorates of Erbil and Sulaymaniyah, generating capacity is dependent upon two hydropower plants where generated power is limited by the availability of water and by irrigation requirements as well as the conditions of both the dams and generating units, as noted earlier in this report.

During normal times, Dahuk is a bustling city of 350,000, modern by contrast to most other villages or cities in the security zone.

A mission was undertaken by the WFP Observation Coordinator to the northern governorates in December 1998 to address discrepancies in distribution efficiency findings among the three governorates, and between the north and the central and southern regions of Iraq, as registered during the previous reporting period.
For the sample of schools in the five governorates visited, the average school had 55 per cent of the school desks which were required, 23 per cent of the minimum teaching materials required for classrooms and 64 per cent of the text books required.
Sulaymaniyah and Erbil governorates are being supplied with electricity generated from two power plants located in Sulaymaniyah through a transmission and distribution network, while Dahuk governorate receives grossly insufficient power supply from the central Government grid.

Currently, permanent marking of minefields is ongoing in sixteen minefields in fifteen villages in the sub-districts of Amedi, Guli, Slevani, Amedi, Rizgari, (Dahuk Governorate), Koya, Choman, Mergsur and Rawanduz (Erbil Governorate), Tanjaro, Maidan, and Surdash.

 Iraq: Kurds Claim Their Right To Oil
The Kurdistan Regional Government and the Norwegian oil company DNO broke ground on an oil-prospecting venture in the village of Tawuke, located in the Dahuk Governorate on 29 November, RFE/RL's Radio Free Iraq (RFI) reported.
The issue could be further complicated after Kurdistan President Mas'ud Barzani announced in a 1 December speech in Salah Al-Din that the highly contested, oil-rich city of Kirkuk would join the Kurdistan region in 2007, Kurdish and Turkish media reported on 2 December.
RFI asked Dahuk Governor Ramadan if he anticipated any future regional fallout from the Dahuk drilling.

The problem had got worse in Dahuk during the last two weeks, he said, but in other areas of the north it had been going on for a month.

In Dahuk, Sulaymaniyah and Arbil governorates, the Kurdistan Organisation for Mine Awareness is working to warn people of the dangers of mines and UXOs.
Midya Hammad, the assistant supervisor of KOMA’s Dahuk sub-office, told IRIN that no one had ever recorded how many mines, but with so many conflicts affecting the region over the last 30 years, it was certain that they were very numerous.
In Dahuk, seven four-member teams are touring villages conducting surveys on the population, and the presence of mines and its effects on the residents.

In the Sulaymaniyah governorate, where 1,992 of an original 2,035 villages were laid to waste, the Kurdish authorities have rebuilt 1,350.
In the Dahuk and Irbil governorates alone, the oil-for-food program has spent $110 million so far on housing units, $27 million on schools, and $9 million on health centers, $37 million on water projects, and $7 million on sewage channels.
The root of this complaint is that while the northern governorates receive income proportional to their population, the rest of Iraq is shortchanged because of Iraqi payments to the compensation committee.

 Iraq Development Program - Iraq works to improve orchard productivity
Preparation has begun on 24 farms in Dahuk governorate participating in an olive orchard improvement project aimed at enhancing olive production and improving the skills and income of beneficiary farmers.
One hundred farmers in Dahuk have been invited to participate in the first field day in April that will focus on practical training for peach orchard maintenance.

 IRAQ: Living conditions still poor, survey says
A total of 21, 668 households in 18 Iraqi governorates were surveyed between April and May 2004 with the exceptions of Arbil and Dahuk in the north, where interviews took place in August 2004.
In the northern governorate of Dahuk, 55 percent of interviewees had not completed primary school.
The survey also reported that 93 percent of people who were employed had more than one job to help make ends meet and that nearly a quarter were earning less than US $70 per week.

MAG/VVAF were responsible for the survey in the northern governorates and MTI in the southern governorates.
In early 2003, more than 400 IRCS volunteers in 15 governorates were trained to carry out field surveys and alert the population in contaminated areas.

 IRAQ: Focus on much needed housing for Kurds - 11-Dec-03
The Swedish-based NGO Qandil helped rebuild some of the houses as people filtered back, but in time, the children grew up and had families of their own, leading to overcrowding.
According to UN studies, Ekmala is one of the most impoverished and vulnerable villages in the Dahuk Governorate and the people had no funds to build more houses.
As well as the new houses, the NGO had given each family a pregnant ewe to try and increase the village's flock, and was building a fence around the primary school.
