The daisho were limited exclusively to the samurai caste.
Other bushi and ashigaru might carry one or the other, but the matching set were only (intended to be) worn by a true samurai.
Miyamoto Musashi, author of the Book of Five Rings, became one of the more well known founders of the two-sword style.

 JAPANESE SWORD DAISHO TSUBA
Daisho can refer to any set of blades, koshirae, tsuba or other fittings which were made by the same maker (or sometimes by the same school).
The use of daisho swords began sometime in the Muromachi period and could have included any pair of swords in similar koshirae.
Today many of the daisho tsuba are actually marriages of two separate pieces by the same maker or school which depict the same, complimentary or similar themes and styles.

 Encyclopedia: Katana
The weapon was typically paired with the wakizashi, a similarly made but shorter sword both worn by the members of the buke (bushi) warrior class, it could also be worn with the tanto, an even smaller similarly shaped blade.
The two weapons together were called the daisho, and represented the social power and personal honor of the samurai (buke retainers to the daimyo).
The long blade was used for open combat, while the shorter blade was considered a side arm, and also more suited for stabbing, close combat (such as indoors), and seppuku, a form of ritual suicide.

The minimum character levels for awakening an ancestral daisho are essentially capped at half the total gp value for a starting PC of that level, as given in Table 2-24, "Starting Equipment for PCs above 1st level", DMG p.43.
If a samurai wants to have that in his daisho, then that's how much he'll have to sacrifice, and it'll count towards half the 200,000 gp limit at 18th level.

Daisho is a collection of the first Usagi Yojimbo-issues published by Mirage, and to be honest i like them better in bandw as they are here than in colour that they are in the ordinary issues.
I should though recomnmend that you read the earlier issues (both the ones published on Mirage and the earlier publisher, Fantagraphics), but that's not necessary to just understand the stories.
Daisho is a great collection that should be in every Usagi-collectors shelf.

The reason I graded Daisho the way I did is because of simple things that should have been caught before it was submitted.
There is a lake on the Storm side that has a large air bubble under the serface, and the generators for the teams are in opposing bases.
Last night I played the original Daisho, and upon taking out the Inferno generators found that my base (Storm) had gone down.

Togashi's Daisho is a 1000-year-old artifact, on roughly the same power level as the Jade/Obsidian Hands, Ancestral/Celestial Swords of the Clans, etc. Putting it into the hands of a PC, especially a starting PC, is going to severely affect this game no matter what specific abilities you end up giving it.
In my own game, a PC would have to distinguish himself very highly during the course of the campaign in order to acquire an item that powerful.

The 2nd edition players guide suggests that a Clan Ancestral sword should cost up to 20 character points!.
I would value Togashi's daisho as much as a Ancestral/Celestial Clan Sword, maybe even more since it's both katana and wakazashi I would strongly caution you about giving your players such a powerful and famous artifact to begin with.
The power level can and will rapidly spiral out of control.
