While Barroso's decision to place Grybauskaite at the head of the EU's budget all but assures her of the appointment, a round of final confirmation hearings will soon be held in the European Parliament.
Grybauskaite, dubbed Lithuania's "iron lady," hardly restrained her frustration upon learning this spring that she would serve under Luxembourg's flowery Viviane Redding on the education and culture portfolio until after the European Parliament elections in June.
While speculation has held that the powers-that-be in Brussels have placed Grybauskaite at the budget's helm based on the merits of her record, some have been shocked that the high-level portfolio was handed to Lithuania, a relative newcomer to the EU and one of the union's smaller members.

VILNIUS - Dalia Grybauskaite, the European commissioner in charge of the EU’s budget and financial policy, has praised her native Lithuania’s administrative preparedness to apply for and absorb EU funds.
Grybauskaite said that Britain should include the EU budget on the agenda of an informal summit to be held on Oct. 27, whereas London has been planning to debate the budget only in December.
Several countries, such as Germany, Sweden and Holland, have proposed freezing national contributions to the EU to 1 percent of GDP, while the European Commission, the EU’s executive branch, is proposing to raise that to 1.14 percent.

Grybauskaitë explained that enlargement would boost the UK rebate to 64%, and its growth would be bigger than the growth of the EU budget itself (for 27 member states).
On the second point, Grybauskaitë signalled the Commission willingness to devote more resources to “a new impetus in research, innovation and competitiveness”, and, in general, to devise a roadmap to modernise the EU budget.
The Commissioner however concluded on a positive note, stating that she believes that a deal in December is still possible and calling for immediate action to that end on the part of the Presidency.

Born in 1956, Grybauskaite studied economics in the Russian cities of St. Petersburg and Moscow.
