Dame Phyllis, well known for her commitment to unpopular causes, most notably helping women prisoners, will be given a state funeral.
She was appointed as Dame Commander of the Order of the British Empire on January 1, 1974, for outstanding service to the community, having been appointed as Commander of the Order of the British Empire in 1963.
Dame Phyllis also raised three daughters, two of whom were at her bedside when she died.

Crown Prosecutor Mick Jones told the court the alleged victim had been moved into the management unit of the Dame Phyllis Frost Centre because of her mental state and the risk of self harm in May this year.
She was to be moved to the Thomas Embling Hospital, a secure psychiatric institution, but there were no beds available.
Because of the alleged threats, Magistrate Dan Muling today banned McCann from going near the Dame Phyllis Frost Centre or other correctional facilities as a condition of his bail.

Mr Haermeyer also unveiled an artist's impression for the new prisons, saying that, in an Australian first, the Correctional Programs Centre would bring together Victoria's major intensive treatment programs for drug and alcohol issues and sex offending, along with new programs for prisoners with a history of violent offending.
Mr Haermeyer said the new Remand Centre would be the State's major remand facility for adult male prisoners.
Under the contract with VCIP, construction of the Correctional Programs Centre will be completed in June 2005 and the Remand Centre in October 2005.

AN inmate who became pregnant to a prison officer was mentally ill and had not consented to sex, a court heard yesterday.
The guard, Kelvin Andrew McCann, is on trial accused of raping the woman while she was on suicide watch at the Dame Phyllis Frost Centre in Deer Park two years ago.
Mr McCann, 29, who has pleaded not guilty in the County Court to two counts of rape, claims the prisoner agreed to have sex.

Whilst the public face of Somebody’s Daughter is the performances on the outside at theatres such as Gasworks, and the Victorian Arts Centre — the major work, the company’s core, which had its beginnings 20 years ago, remains largely invisible.
Workshops are conducted many times weekly throughout the year, every year, inside the prison walls at the Dame Phyllis Frost Centre and H.M. Tarrengower, near Bendigo.
In 2002, one public outcome of this was a performance and art exhibition for friends, families and supporters entitled “Angels in the Midst.”

Williams was convicted and fined in the Melbourne Magistrates' Court for providing false details when applying for the credit card last year.
Williams, 35, pleaded guilty to obtaining financial advantage by deception via videolink to the Dame Phyllis Frost Centre, where she is serving a six-month jail sentence for drug trafficking.
She had applied for a Citibank credit card with a $25,000 limit in February last year, using an incorrect address, a false phone number, a non-existent employer and other false details.

Kelvin Andrew McCann, 29, has pleaded not guilty to two counts of rape at the Dame Phyllis Frost Centre, in Melbourne’s west on June 30, 2003.
Crown prosecutor Michele Williams, told the jury that Mr McCann was on duty alone when he went to the woman’s cell and told her to go to a supervisor’s office where the alleged offences took place.
