Galouye was born in New Orleans on February 11th, 1920, and died on September 7th, 1976, also in New Orleans.
According to his obituary in the New Orleans States-Item Galouye "was a Navy pilot during WW II from 1942 to 1946.
Galouye is somewhat like his contemporary Alfred Bester, in terms of relatively few novels published and a successful alternate career.

Bio: Daniel F.Galouye is one of the few prominent science fiction writers to have lived in New Orleans - the late Rosel George Brown and George Alec Effinger are two others - and New Orleans appears prominently in much of his fiction.
He was one of a brilliant generation of science fiction writers who emerged in the leading magazines in the late l940's and early l950's, writers such as Robert Sheckley, James Gunn, Damon Knight Judith Merril, and Cyril Kornbluth, who had read and been deeply influenced by the so-called "Golden Age" science fiction of the l940's.
Galouye's injuries and consequently failed health forced him toward silence; he died in New Orleans in l976.

Maybe it was book by Daniel F. Galouye Simulacron-3 aka Counterfeit World on which 13'th Floor movie was loosely based.
Regarding Kristi Stephens' query, the general theme she describes could be Simulacron - 3 by Daniel F. Galouye, which was filmed in the late 90s as The Thirteenth Floor.
The novel was published in the 1960s, so it would have been available by the early 1970s time-frame she describes.

The characters of the novel are humans who live underground in total darkness and have finely tuned their other senses -- particularly their hearing -- to compensate for the lack of sight, as a blind person might.
Perhaps predictably, Galouye's history in the pulps results in a run-of-the-mill plot with thin characterizations -- lots of SF writers admittedly have these problems -- but despite these flaws, and an abrupt and somewhat unsatisfying ending, Dark Universe is still an impressive book.
Galouye does not go into deep characterisation but that seems inevitable with a lot of SCI-FI writers - instead the author works with another interesting idea - "What if after a nuclear holocaust people are forced to live underground to get away.

Daniel Galouye's writing career was aborted in 1973, apparently as a result of an argument with his publisher, Bantam; Mike Resnick can tell you the gory details upon request (except that he keeps misremembering it as Ballantine, and I have Galouye's entire output, and it's all Bantam).
Before he left the field, however, he produced a series of midlist novels that were pretty nifty.

I prefer Simulacron-3 simply because it's a great book, it was way ahead of its time when it came out, and I still remember the chill I felt when I finally understood what was going on.
I like it, it makes the story immediately identiable (at least it sticks in my faulty memory).
I thought I was well read in SF, but I don't know Galouye at all.
