Cook, at 24, was chosen by the state legislature in December of 1818 as the first Attorney General of the new state of Illinois and soon after, in August of 1819, was elected the second congressman to represent the young state of Illinois in Congress.
Today, Cook County is the second most populous county in the nation (population over 5.1 million) and the 19th largest government in the United States, with the largest undivided court and criminal justice system in the nation, and the third largest public health system in the nation.

In 1821, Cook married Julia Catherine Edwards, the daughter of Ninian Edwards, governor of Illinois Territory (and who was related by marriage to the Pope family of Kentucky).

On the floor of the House on April 4, Pope amended it to move the northern boundary of the proposed new state 41 miles further to the north.
Pope argued this was necessary in order to bind the proposed state together with the eastern states.
