People seem to feel that the 50 Darkhounds were sent after Rand or Fain, but I believe the Darkhounds were sent after Loial.
Masuri tells us that "there is always a feel of urgency about Darkhounds' trails," but she says that the present pack has a sense of "impatience." She feels that impatience is, in fact, an understament, like calling "...a stabwound a pinprick".
The Darkhounds continue in the direction of Loial's trail but their sense of urgency is replaced by extreme impatience because Loial's 'scent' is masked by the stedding.

The reason I said "despite how they are created", for those that don't know or don't recall, is because Darkhounds are created from the soul of a wolf.
When a wolf is killed/dies in the presence of a Darkhound, the Darkhound eates the wolf's soul which in turn, through some twist of the Shadow, creates a new Darkhound from that soul.
