Republican Rep. Darrell Issa, the driving force behind the effort to recall Gov. Gray Davis, was prosecuted with his brother in San Jose in 1980 for allegedly faking the theft of Issa's Mercedes Benz sedan and selling it to a car dealer for $16,000, according to court records.
Issa also said he didn't recognize the composite sketch but wanted to send a copy of it to his mother to see if she knew the man. Christiansen said he found that unbelievable.
Issa, who was re-elected to Congress last year, has emerged as a major player in state politics by becoming the main financial backer of the drive to recall Davis.

Darrell Issa is traveling the state to drum up support for the drive to recall Gov. Gray Davis, but yesterday he sought to dampen self-created expectations that he would help finance the sputtering effort and run for governor if it succeeds.
Issa's comment, however equivocal, comes the closest to an announcement of candidacy of the many political figures who are regarded as likely to consider jumping into the race should the recall effort qualify for the ballot.
Issa said the recall is warranted because Davis deliberately concealed the magnitude of the state budget deficit before the election.
